I replaced the under hood wiring harness on my 65. Everything works but the amp gauge. It completely pegs out and it ruined my gauge. I was told that the wiring harness did not include a ground wire from the voltage regulator to the horn relay. Can anyone tell me if this is correct or, if not, what my issue might be?
I just replaced the harness in my '64, I used the retrofit harness from American Autowire and the instructions specifically say it does not support an ammeter - the choice was to either replace the ammeter with a volt meter or wire the ammeter yourself. I opted to go with the volt meter.

The ammeter works on a small amount of current. If 12 volts and ground were applied to the ammeter leads it will smoke. The ammeter has one wire attached to the horn relay and the other to the starter with small gauge wires that act as a shunt.
The issue appears from here as a miswired ammeter. The voltage regulator must be grounded to the chassis (battery negative) otherwise the alternator will not charge. However an ungrounded regulator will have nothing to do with the pegged and now likely smoked ammeter.

I did not have that issue when I replaced my forward (Light and Engine) harnesses on my 65 Coupe from Lectric Limited Products...That would have been around 2020..
FWIW.... I replaced all my 67 wiring with LL harness I bought last year & ammeter works as it should. And I am one of the electrical dummies on the forum. Thank goodness I labeled every connector when I took it apart 30 years ago.
