No, every 63 to 67 Corvette came from the factory with a luggage stop. It also acts as a reinforcement for the floor in that area, especially in 63 which of course are unique.

the jack storage compartment is right behind that luggage stop. It won't gain you anything. More then likely his rusted off and someone removed it unknowing it's importance. Plus to rivet it in correctly you need to remove the body

Unfortunately, they do not reproduce the lower piece of the luggage stop for a 63. They do sell the upper section. I have seen the lower sections for sale for between 300 and $400. If you’re not concerned about originality, you could get a 64 and up, which doesn’t require the lower section. I can post pictures of the pieces you need.
