O.K. Originally I had no horn. Pulled steering column apart and found a bare wire instead of one connected to the horn Plunger (or whatever it's called). Also noticed a crack in the turn signal switch. Didn't figure I could re-attach the horn wire so I just sent for a new turn signal switch. New switch had proper horn wire attached.
Installed new switch and reassembled the steering column. Went to reattach ground on battery and now have constant horn. Unplugged horn at coupler (four prong next to column) and now no horn. Grounded the female part of the plug and got horn. What am I missing. New turn signal switch and all parts reassembled as per my initial dis-assembly and diagram of column parts found here. Problem is in column based on grounding of prong in coupler.
Any body have any issue similar or have suggestion as to problem. I believe I reinstalled everything in proper order........
Any help or suggestions would be appreciated.

remove one thing that is for the horn in the column one part at a time staring with the horn cap, then the horn contact (the part the horn button clips to) my bet it is something with the horn contact. if you can post pictures that would help
The black wire that comes up and attaches to the side of the turn signal switch goes up to the horn button. that black wire is being shorted to the ground of the column. It's either in where you have the screws, the insulator between the two pieces of the horn button, the horn button may be touching, but the problem is grounding. That black wire is what blows the horn so you need to find where your ground is where it shouldn't be.
The black wire, and anything that touches it will cause the horn to blow if it touches the column.
I tested (re-connected the ground at battery) without some of the "horn parts" in place. The last part I put on was the round spring loaded part that goes under the main column nut and washer.
I'm thinking something in the turn signal switch or the adjacent parts are shorting somewhere. I don't see how but thought someone else might think of something.
I'm going to check each horn (I have two) to see if maybe one has an internal ground problem. Thanks for the responses so far...........

Everyone was correct...........The problem was under the hub in the column. Somehow the horn wire got caught under the turn signal switch and was mashed just enough to expose a little wire. Enough to short the horn. A little electricians tape and all is well. Thanks for taking the time to post your suggestions, they all helped.

Thanks, but there was no way to get shrink tube over the wire. It is connected to the turn signal switch and the nearest to the other end is the plug at the bottom of the steering tube. The exposed wire was so small I almost didn't see it. I'm confident the tape will do the job.
