The least amount required to get it driving reliably, is what I did with mine. Which turned out to be NOM stockish, with disc brakes, and a few other minor modifications. And I've put 30k miles on it in two and a half years. But mine doesn't look that nice!
Agree. I have my doubts about the legitimacy of the ad. If real, that would be a great buy. Drivetrains are cheap. You could have this up and running for $5K and that includes ditching the motor that is in the car.

The guy is a legit real dealer. I've seen a number of vettes go through the place. Most are cobbled together. Just a quick glance shows this car is typical of what he sells:
Krylon engine rebuild in the bay, ride height wonky, panels don't fit, parts and pieces missing galore, etc, etc, etc...
I suggest your first step is find and use a FL DMV service. Found a great CA DMV guy I use from time to time. 1962 VIN tag should be on steering column in engine compartment (correct?). This service can tell legality and enable a transfer. A good Corvette shop with a lift should be the next step. If you get this far, transaction in person, no remote payments!
