You need a valve stem removal tool something like this from Amazon -> https://tinyurl.com/459nn93z. I would usually cut the stem at the base on the front side of the wheel with a knife and pull on the stem using the tool and it would normally break in half. Obviously, it is not reusable if you do it this way.
However, you probably need a new valve stem anyway. Install the new stem by feeding it into the hole from the back, attach the tool, lever it on the rim with one of the indentations and pull it into place. I usually lubricated with liquid soap for easier installation.

If saving the stem is important, you could try compressing the outer flare and pulling the stem to the "inside" of the wheel. A piston ring compressor sort of arrangement is what I'm envisioning (hose clamp?) -- and lots of lube worked around the wheel's hole.

yes in a pinch the hose clamp will work reason I know is one late nite I needed a stem and I ended up doing it that way. However like said above their cheap enough not to reuse is best. Measure the hole dia it gos in and length you need, most parts stores have a selection
