I have scoured the forum & internet looking for our specific issue and I'm obviously overlooking the answer somewhere.
We have a '67 that the emergency flashers don't flash, when you push the button in, they just illuminate solid. These are the testing steps I've taken:
I tested a new flasher (that was proven out in the turn signal connection) - and moved the flasher to the turn signal plug and it works fine - so the flasher(s) shouldn't be the issue.
I've checked the fuses, they are good.
I've checked signal with a test light on the emergency flasher itself, on both sides of the flasher it is on (orange & brown wire) - I don't think it should be.
I've pulled the fuse box and checked the back, the flasher & fuse connections appear good and aren't corroded - continuity test was good.
I have a non-flashing signal from the emergency flasher up to the column (brown wire), and back on the white wire.

Flashers are designed for different purposes. Emergency flasher are independent of the number/type of lamp-loads. Turn signal flashers are sensitive to the number of lamp-loads they drive. You should not be able to swap as in your posted troubleshooting.
GM always used fixed load flashers in the directional signal circuit because if a lamp fails the flasher won't flash and the owner is alerted. (IIRC, Tung-Sol 323?)
Alternately, GM always used variable load flashers in the emergency 4-way circuit because if a lamp fails the flasher continue to operate even if a bulb or two has failed. (IIRC, Tung-Sol 552 or Signal Stat 175?)
Do the front and rear light filaments light up and stay on when you activate the emergency flasher and just not flash or do they not light up at all? The same flasher should work in the turn signals and the emergency flashers. It sounds like you have a broken wire leaving your emergency flasher switch. The bulbs provide current flow which activates the flasher. It sounds like you're not getting output from the emergency switch, possibly at or near the turn signal switch.
If the turn signals are working with the LED bulbs then you, probably, have the correct reverse polarity flasher in place. Check to see if you have a reverse polarity flasher for the hazards in place of the stock hazard flasher. If you have replaced both front parking lights and all four rear lights with LED bulbs you will need to have a reverse polarity flasher to make them function...ask me how I know
