An engine assembled in Oct. should also mean a low VIN number since Sept. is the first month for model/year. The data plate in the car will give you all of the other info. The VIN was stamped on the interior data plate, engine stamp pad, tranny, and frame. If they all don't match something is not original.
If all C2's are the same, crawl into the passenger floorboard and look up under the glovebox. (take a flashlight) Look for data something like this ...

that VIN gives up an Oct 14, 1965 birthday, tight against the engine assembly date of October 12, but entirely possible for that period; I would say that checks out. If trying to put one's mind at ease, owner should also pull the engine casting date code found on the pass side on the block up near the firewall, post that up and we can make sense of it for you (format is alpha letter followed by two or three numbers). It should precede the engine assembly date, of course, but probably not by too much time to be considered normal.
