Dunno whether he'd be insulted, but I suspect it'll take more to get the car, probably more like $15k. Think about the value of the car if it was in one piece and needed a restoration; now ask yourself if it's a plus or a minus (to you) that it IS disassembled and has some new parts that come with it. Since it's disassembled and neatly bagged, he has the option of selling the pieces (ie, the frame alone is worth at least $3k, the hardtop & soft top at least $1k each, tranny $1k, differential $500, seats $500, etc, etc).
You have to want to do the restoration for the satisfaction of it (not in order to get a cheap Vette), because it will likely cost you well in excess of $30k in parts and labor and/or a LOT of labor hours by the time you have it back to decent shape... you can purchase a decent driver for that amount of money.
Before I purchased my 66 I considered a basket case. What a great way to spend a winter in the north!
Assuming once you put humpty dumpty back together again and it runs then all you have invested is time. I would guess you would have some where around 5 to 7 grand in body and paint plus your labor plus any additional parts that aren’t accounted for.
As for the insult I’ve never worried about that when it comes to my time and my money. I’m assuming he said make me an offer. That leaves the door wide open as far as I’m concerned! If he’s got a number he should have shared it with you! Besides, he has a limited market he selling to. Not to many guys out there that want to or could put the car back together again. I say offer him what you think it’s worth to you!
Good luck
