Most likely on some previous title change, the DMV clerk misread the S as an 8 and typed it in the new title that way. Has happened before.
Correct sequence is J59S107957. I will agree that over the last 50 years, DMV has made clerical errors on the title and registrations. PHOTO the tag, and post it here, then after we all have a chance to see it, THEN take it to DMV for a correction on your paperwork. DON'T START with them, as once a bad tag is discovered.......it is impossible to get it corrected.
I bought a '67 some years ago with this problem. I didn't notice the discrepancy before I bought the car, but it was flagged by a mandatory in Ohio out of state inspection by a Chevrolet dealer. I panicked and thought I was screwed and had visions of a ending up with a "kit-car" title. The DMV confirmed that it's happened before and it was not a big deal since it was a very obvious clerical error. I was so relieved when I picked up the new title and all was correct/matching.
However, I agree with Jim with his suggestion to post a pic here just to make sure that it's as simple as it sounds. As he says, you don't want to run the risk of ending up with a title flagged as bad.
Not only would I post it here, but I'd also suggest taking the pics to your DMV and say that "you are considering" buying this car and could this obvious clerical issue be corrected.
