Depending on where or how it's broke you might be able to place a piece of heavy gauge sheet metal on the un-seen side and stitch it together using pop rivets.
Sort of like this, only I used aluminum sheet. I don't consider this a permanent fix, only something to let me hold it together while I try to get the car roadworthy again. I used aluminum pop rivets.

Replacement with new is best but be sure u correct the problem that caused the shroud to break. Mine had a broken mtr mount. Found plenty of Bubba repairs that need to be redone also - too many to list now. Lucky i found a replacement shroud at a swapmeet as i know thier not cheap.
If u want to try the repair, i like DURAMIX for plastic repairs - semi-rigid for this application. It uses a mixing tube on the applicator so just aim and squeeze - no mixing. Very nice! Sold in small and large amounts/tubes by plenty of websites and many local body shops will sell it too - thats where i found it at a auto body supply. Just do a Google search as the parent company (polymer engineering corp) doesn't have a website (that i can find). Not cheap but i have had good success using this for semi-rigid and flexible plastic.
Now most hardware stores (Home Depot) sell the 2 part mix epoxy stuff thats very rigid but also advertise the highest tensile strenght - 3,500 psi. But it is ugly - off white/cream color.
But i really can't tell if that shroud is fiberglass or not. If so then regular fiberglass repair would work.

I don't know how mine got broke but I suspect it was someone with the mistaken belief they could remove it without taking the radiator out with it. Anyway I bubbad mine with wire and "Plastic Welder". I drilled holes to run the wire through to bring the broken pieces together. Then I dabbed on the Plastic welder to both front and back. Like they said its an ugly cream color so I sprayed it black. I was able to do this ugly fix without too much worry since its all in an area that is not easily seen. It seems to be holding together just fine. And all for a quite a bit less than $400.
