Unfortunately since you're having trouble getting them to go down it's probably the diaphragm in the actuator and that means $100 down the drain for a new actuator. But go through the steps. You'll learn alot.

Is there someway to get lights down while I try and solve vacuum problem.
If the engine is off and the headlights are still in the up position, they can be fairly easily lowered manually. You have to reach up under the headlight - there is a spot that is like a "locked knee"... you just push on the backside and it bends like your leg would at the knee. But they may just pop up again as soon as you start your engine.
The actuator has two inlets, one to make it go out with pressure and the other to make it go in. Pull the hoses off and blow into one at a time, if the actuator is working the headlamps will go down when you chose the right hose.
