Probably need to talk to the NCRS. From my understanding it is all about documentation. There were many cases of warranty repalcement back in the 70's. If you have documentation for your car which includes information on this and specifically refers to the new block being installed then I would say it would be as good as a NM car.
The NCRS would require that the car was "as it left the factory" though. Ask them they should be able to tell you.
"matching numbers" is an outdated and meaningless piece of terminology. No two people necessarily agree on exactly what it specifies, so there's lots of disappointed buyers/owners out there.
From the NCRS point of view, a replacement engine is a replacement engine no matter how or why it got there. Sorry.

The value in a Vette is in it being original. Some judge that by matching numbers. A vette only has one original engine, the one it left the factory with. But a matching numbers engine can be created that will be a clone of the original. But it still is not original.
To me a warranty replacement, or CE, engine is the closest you can come to original but it is still not original. Some will say that having a CE is no different then pulling an engine out of a truck and putting it in the Vette. In a way they are right in that it is not the original engine. But at least the CE came through the system and was installed with the blessing of Chevy. Also a CE could be just the short block and still have the original heads, intake, etc.
