Drifting
My 78 had a bad wiper motor ground on the passenger side of the engine on one of the transmission mount bolts. It made my wipers do wierd things. Check your wiring diagram to see if it's the same.

Drifting
I had the same problem today on my 73. The pump is not hooked up, so it wasn't working, but the wipers just pulsated up and down a few inches. I noticed the wipers were not fully seated against the stop at the bottom of the windshield when I turned off the key and they stopped.
I adjusted the wiper arms so the were lower down when stopped and it eliminated the pulsing. There are adjust provisions where the wiper motor connects to the arms that actuate the wipers. Loosen the bolts and adjust the wiper arms so they sit lower and the re-tighten the bolts on the adjuster.
It worked for me.
