It has been awhile since I worked on mine, maybe someone else will chime in if I am wrong. The 4 point wheel always turns. There is a silenoid that pulls in the pump when you push to wash the window. If you pull the wires to the silenoid it should not pump. Then you would know if it was the pump or the switch.

You are correct! The solinoid pulls the pump in to action and after one rotation it stops unless there is power and a ground at the washer terminals then it will run all the time. AL.
I rebuilt mine about a year ago and everything worked fine... except it would not stop pumping either. There is a cam on the "4 point wheel" that disengages the pump after one rotation. It was broken and would not allow the cam to disengage. Once it was engaged by the solenoid, it would stay engaged until I manually disengaged it.
If it is broken, you might be able to get one off of an old wiper moter assembly. I ended up picking up the entire assembly minus the motor from TLD at Carlisle last year. I was so surprised by the price I grabbed it on the spot. And this after I had spent more than half that amount rebuilding my washer pump.
