When experiencing wheel vibration at a certain speed, is there a way to isolate if it is caused by wheel balance or brake rotors?
In other words, replace the rotors or balance the wheels.

I don't know of a way to isolate which it might be. I personally would rule out wheel imbalance first. Search around for a place that has a Hunter GSP9700 balance machine. It presses a roller on the tire while balancing to simulate road conditions. http://www.roadfly.com/magazine/gall...-201,1%3b.html

It shouldn't be your rotors unless you are getting the vibration under braking. I used to get a horrible vibration which didn't show up until 60mph. Turned out the wheels needed balancing and she's smooth as silk now. To diagnose the problem always start at the cheap end and work your way forward. I assuming first of all that your tires are good. Get your wheels balanced first. If that doesn't fix it I would start checking the alignment, suspension and steering components. The only other vibration causes I am aware of would be a loose or broken motor mount, or a thrown transmission shaft weight. My guess is the wheel balance since you say it only occurs at a certain speed.
