Default 18 " wheels

What do you have to do to put the larger wheels on a 79? Is it major modifications or what?

Seriously, though, if you want larger diameter, there are no modifications necessary, just get an 8" wide rim with 4" backspacing and a tire in the 245 or 255 range. Pick the aspect ratio to give you an overall diameter between 26 and 27"

If you want to increase width as well, you may run into some issues with fitment. "Max width" is determined by how wide of tires you want and the diameter. As you go larger in diameter you can tuck more wheel under the fender without offset trailing arms.

How wide can the C3's go on the rear with the Off-set trailer Arms. I have an 82 and was curious.

Often you will find that the 18 inch rims actually clear things better then the 15 inch. Springs are an example.
I went 18 inch all around with 40 series tires so a decent sidewall.

Best tyre size for 18", if you want to match the factory rolling diameter, is 255/45 R18. It's about 0.04 difference to a 255/60 R15 which was the factory tyre on later C3's. You may have to remove some of the front arch returns to stop rubbing (which the factory apparently did on later C3's), but it's easy enough to do. Also may get rubbing against the chassis rails at the front on amsolute full lock, but again easy to live with.
