I have a big spot on my passenger rear fender where the clear has peeled off but there is still paint. Is there any way to repair it without painting the whole quarter or the whole car?
No - re-clear the panel is the only good option I know of.

once the clear coat starts to lift it's only a matter of time before you need to repaint. And every time it rains the little area will grow as the rain induces more lifting. And no matter how you attempt to "home repair" the area you'll still be able to see the peel area beneath.
