Default 1980 rear bumper

PLEASE help me by telling me how to get the rear bumper cover off. I've tried it all and the bolts just spin. I've heard using a sawzall between the body and the bumper will work, but there isn't enough space on ours for that to work. Please offer your suggestions.
Also...if I finish removing the tank brace, will the tank come down, or do the two tank straps need to be unbolted from somewhere?

I had to get ahold of it on both ends. Vise grips on one end, ranch on the other. It's tough, but it can be done!

I used a two inch zip cut on my die grinder for my 81 you can just reach the bolts to zip off the nut. It also came in handy for zippin off the head of the number three body mount.

Default Hmmm

Well, I guess I'll give the vise grips a try. It looks like the other side of the bolts (opposite the nut) is smooth, so I'm not sure I'll be able to get a hold of it. I'll give it a try. If not, what advice can you offer about the grinder method?
