Yes the trim tag would have paint over it on a '78. They used the trim tag so they know what color to squirt.

Not quite. Paint was already on the car before paint was sprayed. Somewhere in 75-76, the trim tag station was moved from the end of the body line/start of the trim line to a location between the 1st and 2nd body paint booth. So the body already had primer and the 1st color coat applied when the tag was installed. It was in place for the second body coat and therefore explains why there is no primer on the tag and why paint tends to shed from the tag.
If you were to remove the tag, which I would suggest you not do, paint would be underneath it.
