best way to check your fan clutch is to bring the motor up to operating temps than shut it down.
If the fan clutch is working properly the fanblades should stop after between 1-3 revolutions.
If it spins significantly more than that or just keeps freespining for a while before it finally stops on it's own than your fan clutch is shot and it's time for a replacement

Generally the fan clutch will free wheel at cruising speeds.It is engaged and disengaged by temp.if it is staying engaged it could be a bad bimetallic spring on the font of the clutch or the radiator temp is really high.Does it free wheel at all when you shut it off,it could be locked up.

I would say yes it's shot. My 71' did the same thing, fan roared during acceleration even when stone cold. Replaced the fan clutch, now I can hear the 4 barrel kick in!
