Default vacuum question

1969 corvette vacuum question. When my car is running everything works great. When I shut the car off, the drivers side head light and the wiper door both rise a little bit and stay up until I run the car again. I have a new hose kit on order, but I am not sure that is the problem. I just picked it up from the body shop and thats when the problem apeared. I am thinking something got knocked off there and did not get hooked up correctly.

P.S. restoration complete but not sure how to post pictures.

Check the 3 port trico valve coming off the manifold and see if it holds vacumn on the 2 port side.
