My daily driver is a 1998 Dodge Ram full size short wheel base pick up. It ahs a stock 318 Magnum V8 with a 4 speed automatic transmission.
It will SUCK THE PAINT OFF my stock L48 Vette.
If I could get my Vette to run like my Dodge Ram I would be tickled.
Plus,...it can cruise at 80mph doing around 3K rpms,... towing my car trailer,...with my 76 vette on it,...with the air blowing cold,....listening to my CD player. Technology has done wonders for the automotive trade!!!
Do what I did, keep your car stock...add a Z06...(hey, even you said money was not a problem).
When a slow driver clogs my lane I have to remember which car I'm in. The Z makes short work of passing, when in the '82 I just turn up the radio and remember I decided to crusie today rather than be fast .

Getting noticeable HP gains from a stock L-48 while keeping stock appearance can get pretty expensive. I'd look for a set of double hump heads, a better cam and a well tuned carb. You can find a better flowing steel intake with EGR, but where I'm not sure.
I went with a comp cam 260H on my engine and got a pretty good bump in the HP area. It has the stock exhaust manifold and heads. It does have a better intake manifold though..
To get any kind of meaningfully increase in power you will have to open the engine up. I would do a street port job on the heads and have them decked a small amount to raise compression. Have 2.02/1.6" valves installed and get a hydraulic roller camshaft. Something with 214 to 220 duration at .050" lift on 110 degree lobe centers and as much lift as they can pack into that profile.
W/ a 4spd., more cam is rec. You could run the L-82 cam. (If your heads are 882 they can be milled for more C/R.)
If you drive hard the 268H is max. for stock valve springs w/ 1.52 rockers. With 268H & Dynomax Cerma coat headers it would be night & day difference!
