Turning the screws clockwise will lean the idle mixture. Counter-clockwise will enrich the idle mixture.
Get the car fully warmed up, make any necessary adjustments to dwell, timing, and idle speed. Verify choke is fully opened. Connect a vacuum gauge to a manifold vacuum port. Adjust idle screws to obtain highest manifold vacuum.
If you don't have a vacuum gauge, adjust for smoothest idle & highest idle speed, and you'll be about right.
I seem to remember somewheres that to start, I screw the screws all the way in and then back them out so many turns before I adjust them. Do you know about this??

A good starting point would be to gently bottom out both screws, then back each one out 2 turns. Then start the car, and adjust from there as required. So long as you can get it to start and idle, the initial setting isn't terribly important. It's where you end up that matters.
