Does a '69 lower dash pad fit a '70?

I would think so. I am not 100% on this but the big difference is in the way the finish is on the pads. I believe 70 had some unique looking stich work to the edges of the pads. Otherwise I think they are the same.

Yes, they are interchangeable.....stitching on the '70 is the only difference.
