See how the lights are hanging down in the hole? 99.9% of the time, the header bar is rusted and/or separating from the body. Open the hood and check out the headlight mounting frame where it attaches (right in front of hood opening). Yes, it is fixable. No, it is not cheap or fun.
Also check bottom of rad support. Also pull off kick-panels (inside car in front of door openings) and check for rust/damage/mess where it's attached there (frame to body mounts).
