There's a few items different between the two years, 78-79, that I've noticed.
Fuse panel is different, 78 uses the glass "littlefuses" and 79 uses the plastic "miniaturized" ones.
The courtesy lights delay is in different locations. Maybe different locations for things like headlite buzzers and such.
BUT, the 78 manual is pretty lacking in the electrical department, anyway. 79 has VERY detailed wiring diagrams.
And I also see diagrams of chrome bumper Vettes in the 78 manual
.Anyway, I'd get a 79 for most of your use AND a 78. The 78s can be found pretty cheap on ebay. I paid $6+shipping for mine in mint condition. The 79s usually run a bit higher depending on condition.

I bought my 1973 service manual from the person that owned my car before the person I purchased it from, which covers
CHEVELLE
CAMARO
MONTE CARLO
NOVA
CORVETTE
A must have and well worth the $20
I would gladly have paid $100 for it.
The Best of Corvette for Corvette Enthusiasts

To be really covered you need:
Chevrolet car service manual for your year,
Chevrolet car and truck overhaul manual for your year,
Chevrolet car wiring diagram manual for your year
and the Corvette electrical troubleshooting manual if one was issued for your year.
I think at least one year didn't get a new manual, instead only receiving a supplement to the previous year's manual - might have been 73.
GM didn't issue model-specific service manuals until the mid-80s. When I worked at Hunter Engineering one of my jobs was keeping track of all of our factory service manuals going back to the late 50s. I think I've seen pretty much everything imagineable.
