On my 76, the previous owner had the car restored some years back and removed the rack and plugged the holes. I could still make out where the holes were. I knocked out the fiberglass plugs and installed the rack. No problem at all. The mounting kit installs very easily. Push the rubber inserts in the holes, install the risers, place the rack on centered over the fuel lid, install the mounting screws, and tighten accordingly. It's really pretty easy. let me know if you have trouble.

You shouldn't have to drop the tank. The racks use wellnuts. Let's hope Bubba did not do you an injustice.
What are wellnuts? I removed my rack last year and the front screws just had nuts in the luggage compartment that I could access with a socket. The rear screws just unscrewed, but I don't know what got left behind under the rear deck. I assumed there were just screws and washers that were holding themselves in position with 30 year-old crap, but now you mention wellnuts. What gives?
These are wellnuts. You push the narrowed end through the hole on your rear deck and install the risers. The last thing to go on is the rack. You then push your mounting screws through. As you tighten the wellnut compresses to hold everything in place. Hope this helps. Do you have all the mounting hardware on hand?

My '76 doesn't have wellnuts - all the fixings are below the deck. They must be glued up to the bottom surface of the fibreglass or something.
I don't know how they were originally since mine were not there to begin with. I purchased the mountng kit for 30 bucks and went from there. I hope you don't have to drop the tank. Good luck. Maybe someone here will jump in that knows a bit more than me.
Luggage racks were dealer installed options. The technician at the dealership should have used a template to mark the hole locations on the rear deck, drilled the holes in the deck, inserted the wellnuts, then attached the rack mounting screws to the wellnuts.
My rack had some wellnuts, "nothing" in the front two holes,
and a couple of bubba nuts (folding metal sheetrock retainers) in place
of the wellnuts.
For those unfamiliar, rubber wellnuts press into the hole. Upon tightening
a screw into the threaded center, the rubber expands like a rubber freeze plug.
This tightens the grip in the hole - giving a good connection.
Upon loosenign the screw, the rubber relaxes back and the wellnut
can be removed fairly easily.
