Can someone please decode the date on my jack,
stamped on it are 1617, 75c2 and a smp logo, a partial tag is on the bottom with 8-8....It should be a 68, is it?

doesnt look like a 68 i dont think it should have any decals on a 68 & a 68 is a one year only common as everything else 68 base, it's gota shorter base then the 69's and after i'll get you the measurements in a few.....HERE YA GO 68 BASE MEASUREMENTS 6" x 4" 69'S & LATER 9" x 5" THE CODE IS NUMBER FOR THE YEAR FOLLOWED BY A LETTER FOR THE MONTH EG: 8M FOR DEC 68 SHOULD ALSO HAVE A LETTER 'A' FOR AUTO SPECIALTIES MFG CO ON RAISED PORTION OF PAD THE 68 JACK IS RARE & UNIQUE IN SIZE.........

I believe you figured out your jack is not a 68 jack but yet to figure out what year it does represent. My bet is that it's from a C4.
The labels were first used in 1979 and the label your jack shows used after 1980. A late model C3 jack date code is in the format of 9B20 where 9 is the year, B=month (February) and 20 the day (20th). I don't see that format used with what you've shown above. the smp stands for Stant Manufacturing Plant who began to make jacks for GM after 1975. The jack date codes appear on the crossmember at the cranking end of the jack.
Now it could be that the 75C2 is a code for another automobile where 75 is year, C=month and 2 is the shift. But than again labels (safety) were introduced later in the 70's.
The 1617 is stamped by the adjust nut on top, other numbers on label on bottom.

Codes off the label are for the label only. The 1617 could be a julian code where the last digit 7 is for year and 161 the day of the year is was produced...so, you've got a jack built the 161st day of probably 87. By 97, they had begun to use two digits for the year...something like that.
The NCRS technical reference guide would tell us how those jacks were stamped but than I don't think its worth $30 bucks to find out.
