More than likely you have a vacuum leak, and you don't have enough vacuum to raise the lights. A more expensive problem would be that you need to replace one or both or the headlight vacuum relays or actuators.
Start checking all your under-hood vacuum lines. Check all the way down tot eh tiny ones that operate the heater core valve and wiper door if you have one.
Might be just a check valve...I have to sit a couple minutes running engine to get get my 78 right side up...but they both slam shut together...

Mine take about three seconds to come up. I've been told that's normal. Check for leaks. Replace lines that look like they're going bad, or need it. These vacuum systems can be great vehicles for spauning gray hair!
Get a vacuum diagram for your car and a hand vacuum pump with a gauge. Start checking things from the motor out. Test every check valve, and every terminal end. Just go slow and mark what you can if you get confused.

It's too warm in FLORIDA to have headlights up & on ........
May i suggest to continue to play with them manually, untill they go on........ ( . ) ( . )

I am going to guess that it is the "Witches Hat" that is bad in the actuators. Here is a link to a website that has some pretty good troubleshooting ideas on how to get the lights back to working correctly again. Look for the link on the left side of the page Vacuum Troubles.

Replace the seals in your actuators, and I bet the problem would goes away. It is a cost of about $20-30 so if you don't see anything else wrong it would be the first thing I would replace. After replaceing mine the lights go up in less then a second or two

Headlight switch doesn't raise lights, but
the override does?
Then the headlight switch needs looking at.
hoses, switch itself.................
