Unfortunately the first reponding officer will be a patrol unit, one man 142 sq miles and two interstates (my area). His job during the day is attend hearings and shuttling prisoners, delivering mail, handle traffic accidents and violations and other criminal incidents such as domestics, alarms, shop lifters, runaways school stuff etc. Each incidents requires one hour minimum paper and most more. However, remember that his/her duty is to write his/her traffic tickets for the month. Or else take heat and bad schedule from a low month count.
The guys that would get pulled out for prints would not be as it is overtime or a non-violent crime with minimum loss. Then if what passed off to an investigator he would throw it under all the dead body and rapes which are over a 100 current.
The idea is to document the small crimes to get more UCR numbers which in turn shows a low clearance + high crimes = more officers If the budget allows)
Sorry to say but only serious crimes follow through. Orders from above to document unless the person is caught red handed or gave up. That was what I saw during my employment.
I am sorry for your loss but insurance should handle it.
I was disappointed about this when I was new but immediately saw that was the way it was being done and expected.

Clive, I sent you a PM. Also, in reading your post, I noticed your department gets on you for having low numbers. If you mean tickets, there is a Federal law which prohibits quota systems for police agency's, ya might want to take a look at it Sorry everyone else for getting off the subject, just thought Clive might not know that.
