Winter Project gone bad - the continuing saga
Finally narrowed it down to the steering control valve. When you get a rebuilt valve it is usually set close to where its supposed to be. Mine was so far out of adjustment that it fed the power steering fluid exclusively to the steering cylinder. It is supposed to be a loop from the pump through the steering control valve and back to the reservoir. The control valve gives it to the cylinder when required. So once the cylinder retracted it acted like a block. No pressure was allowed to return to the reservoir. This is what caused the pump to lock up.
