i think maybe somebody painted this, with the wrong type of paint???
notice anything i should be worried about? i found that the bolts were rusted (surface rust) inside the kick plates, but everything around it seemed fine. any help would be appreciated.

There are always plenty of things to worry about when you own a C3.
The frame rust doesn't look bad. Feel inside the holes with a finger to see if there is much scale inside the frame. If there is, worry more. The body mounts look shot and sometimes you will find a mount rusted out when you take the rubber off. Those dangling wires used to connect to something. Get a wiring diagram and figure out if they are original or put in afterwards.
Mine looked a lot like that when I started on it, good thing is the oil leaks stop a lot of rust, LOL
Doesn't look bad, clean it up, replace the mounts and paint everything you can get to under there
