This is causing the nose not to align properly with the hood. I would like to fix this while I have it torn down, but not sure how to do so. My thought is to get some strong construction epoxy, lay a bead in-between there, and clamp it back together. Any suggestions?

You would be better off spending some more time and doing a better fix. If you remove the support you can rustproof it on both sides and then bond it back onto the nose. I don't remember the name of the adhesive offhand but if you do a search on "bonding" you will probably find it.
Better to fix it right. Remove the headlight assemblies, finish removing the header bar. Clean off the old adhesive, you will have to do this with a chisel and hammer.
Clean and paint the header bar if its not to rusted, replace if it is.
Use Fusor or 3M Panel Adhesive to reattach the header bar to the surround with clamps.
Reassemble
