Interlock cable at bottom of steering column , whats it's purpose ?

Interlock cable at bottom of steering column , whats it's purpose ?
I am missing the cable that runs from the arm at the bottom of the steering column that attaches to the trans linkage. I move it manually but dont see any changes. Not sure what it supposed to do? Some kind of column lock? Thanks
