Safety Car
I just went to Antique in IL. In IL it is $125 for (5) years rather than $91 per year. The restriction is that you are only supposed to be driving it to and from shows or to have work done on it, and not exceed 2000 miles per year. Now with that said, IF you got pulled over which, just tell the cop that you are going to or coming from a show, or you just had work done. I have never heard of anyone getting pulled over for Antique plate abuse. The other advantage here in IL is that you can drive the car with a plate from the year of the car, but have to carry the Antique plate in the car at all times.

Hey ZIXX, cool plate, even cooler if the reg. sticker in the corner would have read 427400 instead of the 427935 that it reads now. Peace,,,Moosie

Here in Ontario the only real advantage of a historical plate is the reduced annual fees ($18/yr vs $82). There are unenforced restrictions to usage, but, they are a common sight on the weekends.

i was told by the dmv window person that i had a choice between the new blue plate with orange letters or to retain a white and blue old plate design if i so desired cause it was historical.i would tend to believe she was funnin me or misinformed or retarded.

Burning Brakes
I had "vintage" plates on my 67 Chevelle. Several factors made them a pain in the a$$, but they do look cool. At least from 65-73 they look cool.
You have to find a matched set, and I believe they are not to be restored and need to have a registration sticker in the bottom corner of the rear plate that matches the year of the car. Unless something has changed, those aspects can be a little challenging with regard to finding a set. Then you have to take a pic of both plates, and send an insurance card with the word "historical" typed on it, and put it in the mail to DMV.
All vintage plates are historical, but not all historical are vintage. Its much easier to walk into dmv and register a car historical, with new historical plates issued by the DMV, than it is to buy a set of old plates and register by mail. The yearly registration costs used to be pretty cheap, like $23 or something like that, but I think recently they jumped up a bit.

As for the police, if something warrants you getting pulled over, I dont think the plates are going to change that. If you are talking about a seriously innocuous violation like failure to signal and there was no other traffic around etc...the plates may give the impression of an "older" mature driver, but this is just speculation on my part.
Another side note...have you looked at 74-85 plates? Me personally, I dont find them very attractive
