If you are referring to the "dipstick" and the tube that holds it? The tubes are usually just a press fit. Spread the bottom of the tube open a little and tap it back in with a rubber mallet or block of wood and hammer. Gluing as someoneelse suggested will help keep it there. I do not think they are actually welded in place - at least I have not seen that on an early model SBC/BBC.

What gauge are you referring to? You check your oil with a dipstick. The dipstick is held in place by the dipstick tube. The dipstick tube is a press fit, not welded. If you are talking about something other than the dipstick, then I have no idea...
On my car, the tube is wleded to a bracket which is attached via an exhaust manifold bolt. That will keep it in place...unless the tack weld that holds the tube to the bracket breaks as mine did
