MY LOW BEAN HEAD LIGHT WAS OUT SO I REPLACE IT THE ONLY WAY IT WORKS IS IF THE HIGH BEAMS ARE ON THEN THEY ALL WORK LOW BEAM ON JUST ONE WORKS WHATS UP WITH THAT ?
Just to clarify, the low beams are outside and the high beams are inside. On low settings, only the inside bulbs are lit. When brights are activated, all four are lit.
Which of the two are lit when high beam is activated?
It's either a bad headlight, or you installed a high beam headlight into the low beam housing.

On low beam you should have the two outside bulbs lit. On high beam you should have all four beams lit. If this is not the case, I would say you have a bad bulb in the bunch.

Pull that bulb back out. Check to make sure it has three prongs and not two. Then, try it again. If it still won't light properly, take it back and get another new one. I have bought bad new bulbs before.

Not the switch if one of the bulbs works on low ... switch controls both.
I would put my money on a corroded terminal at the connector.
Try pulling off/pushing on thye connector a few times to clean it up.
If that doesn't do it, it could be a bad bulb or broken/loose wire.
There are two filaments inside, so working on HI doesn't guarantee working on LO.

This statement is wrong! The high beam blubs have two filaments in them one for high and one for low, if the high works and the low doesn't, the blub is bad, burned out low filament.
Do this swap, try the passenger side on the drivers side, if both work, it is the blub, new or not.

My 76 is just the opposite, low beams on, inside bulbs burn, high beams on, all four burn! The wiring harness looks to be original, but the 3 prong connectors are on the inside and the two prong connectors are on the outside. I can't tell if Bubba switched these or not.

I think Bubba had something to do with that. He probably liked the Saturn cross-eyed look GM came out with.
