I used a spray on cleaner that had citrus in it. I don't remember the name right now but it worked well. Just soaked a clean rag with it and worked a section at a time.
Most felt when its humid outside? Its a collection of dust,grease,whatever,from sweating hands as you drive your car. It happens. I do the steering wheel the same time I do my inside windows.
If your talking about sticky steering as in machanical, you have steering box trouble or frame issues, like rust on the body mounts ,ect.
I don’t think it is grease or something that has been put on the wheel. It seems to be something coming out of the plastic. There are several 69 to 72’s in Perth with the same problem. Afriend has a new steering wheel which is hanging on the wall, never been on a Vette and this has the same problem! I suppose putting a cover around the wheel will fix the problem but I like the look of wheel without a cover.
I suppose I will try various cleaners and see what works. I’ll start with Dino’s recommendation for a Citrus based cleaner.

Use a clean rag and soak it well before you start. The stuff I used is made by Zep and simply called "Citrus Cleaner and Degreaser". I bought it at Home Depot.
Keep changing the cleaning section and do a 3-4" section at a time. It worked well enough were I didn't get the sticky feeling anymore and the wheel came out clean.

I had the same problem with the sticky/staining steering wheel on my '71.
Before you all flame me for suggesting it, 4 other C3 friends have purchased these leather steering wheel covers made by Bell (the helmet guys) and really like them.
Going to a show? Remove it if you want.
The first 2 are black leather, 1 smooth leather and the other 1/2 perforated (I chose that one).
The 3rd one is black Ostrich.
They really do look, fit and feel great, and they're under $30.
