I think that was an option in 1969.

Popping up is not a surprise - mine does that occasionally - bulbs actually coming on could be a real issue if you didn't pull the H/L switch...

How did you keep the car straight when you climbed out to see the lights were on?!?!?
I'm assuming you have the fibre optic indicator. Is that right?

Aim for a plate glass store front to see if there's any reflection.

At 80 mph, but make sure you have your safety belt on first.

Weak or bad vac check valve located in the large vac line coming off the rear of the intake. It looks like a pot metal line splitter (1-2 lines) but really functions as a check valve. Could also be a leaking vac can reservoir.

If the dash lights and headlights also came on, as he said happened, then it's not a vacuum leak issue.
Sounds like your headlight switch came on somehow (vibration?). I think that's the only common spot that would (a) turn on the electrical power to the headlights and dash lights circuits and (b) signal the vacuum relays to open the headlight buckets.

yeah vacum isnt the issue
but I did go above 80 mph on the way home from work and it did it again?lights popped up @80 and the lights came on again?
very weird if you ask me?
someone said maybe there was an aftermarket gizmo that the previous owner put in to do that cuz all the vacum and lights work properly otherwise.
I did notice a few little black boxes attached to the fuse panel that dont look to be original equiptment.
hmm maybe a james bond car lol.

Yeah he did.... "Can this be right?" Leaves a lot to the imagination.
Good luck with your lighting problem. One solution is to drive under 80 during the day and over 80 at night.

My vote is
A bad check valve...thats the 1 into 2 vacuum fitting coming from a engine manifold port.
