Had the same issue on my 70'. Ended up taking it to a shop specializing in Corvette's a couple years ago.
I'm sure it can be done but I did not have the right tools to affix the new felt. If I recall correctly, on the 70' they're attached with heavy duty staples and screws. I knew I wasn't going to be able to install them to my satisfaction so I let a pro do it.
My 68 does not have them riveted in and I have owned it since 1972 so I know it has not been molested. My inner felts were screwed in by very small sheetmetal type screws into flanges on the inner felts. I just finished a resoration so this is one of the things I was looking at.
You might want to go to the NCRS web site and ask this question over there on the Discussion Board (www.ncrs.org) and see what you get for responses. My build date was May 10 1968 and things may have varied throughout the production year.

just finishing up a 68, reproduction inner felts kit come with the felts screwed on. Problem is screws are in the wrong place and too long preventing adjustment away from the window, sent those back. Ordered just the felts, drilled out the rivets, used very short fat screws and screwed them back into the rivet holes, worked like a charm. You can also buy new rubber seals separate and replace these at the same time.
You mentioned the rubber seals. This is the second time I heard this mentioned. They are in only one catalog I have and my car doesn't have them and they are not in the AIM as far as I can tell. I am confused. Besides the inside and outside felt does the 68 use a rubber seal, and if so where can I see a picture of where it belongs so I can get a idea how to get my car back proper. Appreciate any help.
