It is asphalt tar ... scrape it all away and use a nice urethane roof sealant to seal it back up.
The one on the bottom is what I used. "hardens" to a nice rubbery texture after a few days.
Smooth out the bead with a rubber glove and some lacquer thinner.

Good idea! I used some window sealant butyl tape. Rather expensive, but does a nice job.
