It is asphalt tar ... scrape it all away and use a nice urethane roof sealant to seal it back up.
The one on the bottom is what I used. "hardens" to a nice rubbery texture after a few days.
Smooth out the bead with a rubber glove and some lacquer thinner.

also check out the eastwood company, they have a 3m flexible srip caulk the does the job nicely
