New Oil Pan Question

This is gonna sound dumb but I can't find any info anywhere!

I've got hold of a brand new oil pan that I plan to paint along with the rest of the engine, this weekend. However, the new pan is already black inside and out. Is it paint, is it powder coat is it ....? Should I remove it from the outside before I paint it? Should I remove it from the inside before fitting it?

Wayne,
Try some laquer thinner on a spot. If it's cheap paint it will come right off. If it doesn't then it's a coating and leave it on there.

Thanks Mike. I had a thinners soaked rag sitting on it for over half an hour and it didn't touch it. Guess I'll just scuff it up and hit it
