By the looks of your heater controls, I think your car has factory A/C. I have a '70 with A/C, and those ***** don't move at all. The owners manual isn't any help. It just says that they should pull out. I can't find those ***** referred to in the AIM either. I think that on A/C cars, they are just for looks. They just forgot to tell anybody that they don't do anything.

If you don't have an original with the car, order a reproduction owner's manual. Lots of valuable goodies in the owner's manual. Order the assembly instruction manual for your year while you're at it.
iveym5 might be right. On AC cars the Astro-Ventilation vents are blocked off on the cowl. Cold AC air should blow through the vent *****.

I have a 74 with factory ac. The golf tees pull out to three different settings. There is a flap behind the silver ***** that moves when you pull the "golf tee". Mine is hard to open and close. The flap controls how much ac comes through the silver ball vent, at least on the passenger side. I've never looked at the driver side.

BUT, the controls do get rusty and then you can't push or pull to open/close the vent.
I added a Vintage Air system and now my are not functional at all, just there to fill the holes.

I can confirm that you are incorrect!
The ***** are supposed to push in and pull out to close/open the vents air restrictors - with or without A/C doesn't matter.
Yes, you are all correct!. I thought mine were supposed to pull out but they were already out. Then I pushed on them, and, after a little resistance, they went in. I got faked out because I was expecting to see a rod behind the **** when it was pulled out, sort of like the headlight switch when you pull it out.
