Do you know if the retainer is still in there? The corner is obstructed by the horizontal reinforcement so you can get your hand up there on the body side and feel around. There are 2 types of retainers the OEM 1 piece and aftermarket individual retainers. For example if someone replaced the bumper and use the individual retainers and did not install the corners because they are hard to get to. Eventually the cover will distort. The original OEM retainers could have rotted away causing the cover to distort. You need to feel the area from behind and see what you have or don't have. If the retainers are rotted you'll need to remove the cover to repair the problem.
