The A.I.M. page UPC 15D sheet 17 (at least in the 1980 AIM) requires the entire body structure (birdcage) on all surfaces to be sprayed with FORBES PRIMER, then baked for 30 minutes at 250 F. I don't know when Chevrolet began using this birdcage primer.
I believe this was done to promote adhesion of the adhesive to the birdcage when bonding the body panels. Perhaps this is what he was thinking of.
Given my own personal example, Forbes primer DOES NOT prevent rust. LOL
