Default Question on Voltage Regulators

I think I know how they work but do they stay 'on' all the time and draw amps from the battery? I was working on a 66 327 and noticed a draw on the battery when I was charging it. the regulator was making a low hum and when I unplugged it the hum stopped and so did the drain on the battery? could the regulator be bad or is the ign switch bad.

Something ain't right with that, maybe why you were charging the battery? Could be ign switch or regulator, but it should Not have a draw or make nay noise with the key off. period

If the horn relay is hooked up wrong it will cause a draw on the battery with the switch in the off position.

W/the power off/key in off position I have power to the main/red line to the horn relay. no power to the green and full power to the black plug (not the ground black) is this normal??
