I have bought from Norm a few years back, items came in as described. Not as you got, that is scrap metal. Is there a return address ?
Guys (and gals ) always pay by credit card, VISA or MasterCard. Link your PayPal account to your credit card, not your bank account like they try and make you do.
The cc company will simply go to his bank and take the money back for you.
One word of advice with MasterCard though, initially they will try and tell you there is nothing they can do, they are probably told to do this first. Don't accept that, ask to speak to a supervisor. I simply got mad and told the person WTF I thought you wanted people to buy stuff on the internet with your card, this is no way of encouraging me to use your card to buy something again. She changed her tune and put a claim in. The money was credited on my next bill
