I have started to por-15, and noticed my wheel wells seem to have rubber coat or something on them. Its thick, dimpled and its coming off pretty easily. What product should I use to repaint them?
You might want to use a rubberized undercoating spray. It's thick and will protect the upper fender areas from stones causing those spider cracks you'll see on top of the fenders.

One of the biggest problems with C3s is getting stars on the top of the front fenders. A lot of people think this is because the paint gets old and cracks. The real reason is the underside of the front fenders has an area around 1 square foot that is unprotected by the wheel well. Stones thrown up by the tires hit the underside of the fenders and cause stars or cracks in the topcoat. To prevent this I got a 1/2 inch thick kitchen floor mat that was dense foam and cut a piece to match the unprotected area of the fender. I glued the mat to the underside of the fender using liquid nails. Once it dried I sprayed the wheel wells, including the mat, with rubberized undercoating. No more stars or cracks and the wheel wells look nice. You can't see the mat unless you take off the tire and look under the fender.
