extra bolt hole? wrong bumper?

Default extra bolt hole? wrong bumper?
On this '70, there seems to be an extra hole on the bumper on each side. Picture shows one circled. Looks like it was used before... any explanation?

They are not extra holes - my 45K 72 has the same holes.

I believe that the chome shop used those for anchoring a chain to dip the bumper.

Mine are the same size with the same finish.
