Those are the standard Hooker sidemount pipes, chrome has a mirror finish ceramic does not. Chrome headers can blue especially if the motor is lean, side pipes tend not too. Ceramic headers can be heat damaged as well, the side pipes are usually only subject to rock chips and women's bare legs, not heat damage.
BTW, I believe "lake pipes" was a term back from the 50's for that straight tube look on hot rods.
Personally I've seen the hooker headers do the same thing with ceramic coating. I like the look of the black header, chrome side pipe combination myself and you can always repaint the headers as needed.
Lake pipes are sidepipes that are 'Y-d' off a normal exhaust system. They have end caps that can unbolted to route the exhaust through the 'side pipes' to make the 'lake pipes roar'.
Lake pipes got their start at the salt flats. Guys would drive their daily drivers out and enter them in top end speed competition.
The pipes mounted on the side of their car were a quick, easy way to uncap the exhaust while there, and then re-cap them for the drive home. Some didn't like the looks, that's how the notorious exhaust cut-outs mounted under the car were born.
